Option to allow viewing selected folders by particular members.

Add the ability to assign permissions to specific folders — not only those created by the user, but also to some (not all) folders created by other users.

Folder level permissions would be very useful for our organizations use-case - especially so if we could restrict a folder to a URL path (e.g. /policy/) and allow only certain users to create or alter links within.
